From the top yes. Cut it to the length you need, fold the tape into your seam allowance and set a new stop with a few hand stitches. From the bottom you cannot — that is where the fixed stop sits.
Does it suit trousers?
Yes — for trousers and skirts a closed-end zip is exactly right, since it should not open fully there. Just make sure the length matches the opening in your pattern.
The slider sticks — what helps?
Usually fabric or a thread is caught between the teeth; ease it out rather than forcing it. If it still runs stiff, a little candle wax on the teeth helps.
How does it look tidy inside?
A facing or lining covers the tape. Without either, finish your seam allowances with overlock or zigzag beforehand, or they fray beside the tape.
